Whea error, pc wont even boot to bios

Well this problem has been happening since last year, i would get a whea error and my pc would not even get to the bios until mayber after a week it wouod come back on
Here are my specs

I7 6700k
GTx 1080 FTW
Asus z170-A
Seasonic 650w gold 80w
32gb dominator plats
Corsair 120ssd and 2 hdds

All are bought used except for the psu.
I had a corsair one before and changed it to this so i doubt the psu is the culprit.

Ok so i temporary fixed it for maybe 2 to 3 months by increasing the voltage to 1.38v and downclocking to 3.8 ghz

It happened again last night and like always its not turning on again

Already cleared cmos, reseated the ram, doubt its the graphics card since i have removed it before and it would still not turn on.

I think its either the mobo or cpu (or both since they are used)

I also dont think i installed the mobo to the case correctly:
1. Its giving me shocks when i touch the case
2. I think i screwed the mobo directly to the case without any standoffs


Buuut.. i would get the whea error way before i even had a case and i would put the mobo on a cardboard box just for testing.

Im really sunk so if anyone could help me it would be greatly appreciated :/

 
1. Reinstall the motherboard properly.

2. I agree that it is probably the MB or the CPU and I suspect the issue is was with power regulation (blown VRM or MOSFET). I was thinking power supply before you said you already replaced that. I would guess 75% chance motherboard, 25% chance CPU. Still, when ever I see this kind of issue, the first thing I do is unplug the PSU, remove everything from the motherboard except the CPU, cooler, and 1 RAM stick, plug the PSU back in, and retest. If it starts (fans spinning), then start installing one periferal at a time until you have a working system or you find the one that kills it. And plug anything into the motherboard while the PSU is plugged in.

Ok i reinstalled the mobo and reseated the cpu, it turned on, had to set the voltage to 1.38 again tho, after a few hours i got a whea error again, might just replace the mobo now .
