RTX 2080 Very Low FPS

Bought an RTX2080 FE to replace my GTX760 sli setup and have seen a marked reduction in FPS across the board of titles I play regularly.

Far Cry 5/The Witcher 3/Shadow of War/Skyrim all saw reductions in FPS on Ultra settings from 45-55fps to 20-30fps, dipping into the single digits in very intensive situations, essentially these games have become unplayable for me on settings above medium...

I've read about 15 articles on here with similar questions and spent time on chat with NVIDIA themselves with no luck.
I've done the DDU fix and changed my NVIDIA control panel power management mode to "prefer max performance" AND closely monitored my CPU, RAM and GPU usage/temps while gaming and benchmarking.

Initially I thought my CPU might be bottlenecking the system, but its usage is consistently between 25-50% during gaming while the GPU usage stays around 100%. All temps are reasonable, between 30-50C for both GPU and CPU.

For what its worth, here's my build: https://pcpartpicker.com/user/culco101/saved/GcZfrH

Plus a psu booster: https://www.newegg.com/Product/Product.aspx?Item=N82E16817104054

Appreciate any and all help!

Thanks in advance :)

Hmm okay that would be simple fix if that's the case! The link is working for me, but here's the description from Newegg:

FSP Group Booster X5 450W Independent/Supplementary SLI Certified CrossFire Ready Active PFC Dedicated Multi.GPU Power

Ahh okay I see...well then that should really rule out a Power issue as you have additional power....i'll keep checking but hopefully someone else can jump in...

Thanks vMax, certainly think it could help, I'll leave this one open for a bit and if nobody has any other conclusions then I'll grab a better psu like the Seasonic and see how it goes.
