Upgrade to i7-8700K or 9700K?

I Currently have an i5-4690K, so either will be substantial. I can save $80 bucks or so and put that into a new case or something. Comparing the two it doesn't seem like the 9700K is that much better?

I would probably go with an ASUS ROG Strix z390-E MoBo and I have a GTX 1070 Ti.

I will most likely be upgrading GPU to an RTX 2080 in a few months if that makes a difference.

Use is primarily gaming. I Want to be able to play upcoming titles at high quality.

Solution
There is a 2% difference between the 9700k and the 8700k. So I would go with the cheaper option.

But, if I were you I would go get a used 4790k to hold you over for another year. The 4790k is still a very good CPU and there has been little improvement over Intel's CPUs over the past 3-4 generations. Next year Intel should release a 10nm CPU and AMD should release a 7nm. One of those CPUs will be a decent jump in performance.
