Cpu over heating with stock cooler from nowhere

Hello everyone, im trying to find a solution to my cpu over heating i dont know when did the over heat started but i could assume it was 1 month ago or so i have been running the stock cooler for the past 3 years in my 4790k with many problems until recently i noticed stutters and micro cuts in my games and when i was just browsing cpu lately has been with pretty high temperatures sitting idle ar 50 degrees and up to 60/65 when loading or playing games i get thermal throttling using AIDA64 and HWinfo. When i cleaned my pc i saw that the old thermal paste that came with the heatsink was almost dried decided to change it and its still the same or a bit less temperatures than before but still hitting thermal throttling when playing recent games dont know what else i can do besides buying a new cooler.
My specs are i7 4790k gtx aorus 1070ti 16gb ram 1866mhz.
Wanted to add that my system has never been oc besides using profiles on the aorus interface.

This all are when the cpu is idle and the stability test with AIDA64.

Forgot to add this last img of the cpu idle. i have already changed the thermal paste 2 times and made sure that the heatsink was placed correctly and i still get thermal throttled.

i have already order a new evo 212 it should arrive by monday but in case that its not the heatsink or any hardware related could it be a virus or something that is not working properly ?

i found a temporal solution for the moment and it was to set my frame rate to 60fps that keeps the temps at around 80 and uninstalling the current version of my nvidia drivers and nvidia experience did that and temp when down to at least not thermal throttle the cpu until the CM evo 212 that i order arrives.
