To keep it short, I upgrade my 3gb GTX 1060 to an 8gb RTX2070 today in an attempt to get better performance in games I run at 1440p.

There is definitely a decent performance improvement, but it's certainly not as much as I was expecting. On ultra settings, running a benchmark tool on Assassins Creed Oddysey, I am not even getting 60fps, it is closer to 30-40. My GTX1060 could get nowhere near this, but, in medium settings, it would be between 45-60, very similar numbers to what the RTX2070 is achieving.

Upon inspection of task manager, GPU runs at 60-70% load in ultra, and my PCU is at a constant 100% load.

Full system specs:
i5 3570K at stock
8gb DDR3 Ram (Gskill Ripjaws)
500 SSD + 2TB data.
Asrock z77 Pro motherboard
8GB MSI RTX2070 at stock

Am I experiencing a fairly significant bottleneck?

Solution
Yes, you are. You can OC that CPU to help negate the bottleneck for the new GPU. Ideally upgrading to I7 3770 or something similar will help get more FPS and a smoother experience.

8gbs of ram can be an issue too, specially at higher res. For some games like BF V you will be pushing more than 9gbs system usage, so with 8gbs you will hit a wall, and may experience stuttering too.

I was just thinking of doing a major upgrade on my PC. I've just put a 500 + 2TB SSD/HD combo in there. Been considering an i5-9600k, or maybe an AMD 5-2600 & 16gb of much faster ddr4 ram.

Either would be good. The 9600k winning out on pure FPS, the 2600 being a more rounded CPU, but with an OC only 10-15% behind the I5 in gaming FPS. Both would be very capable gaming systems.

Dropping an i7 3770 in there might get you another year or two of gaming out of the system.
