Got a new case, and moved all components over to the new case. Did not remember which SATA ports my drives were in. BIOS recognizes the drives but it seems "confused" as to which drive was the actual boot drive. I cannot get it to boot with 250GB SSD drive that actually has Windows, without having the old original 1TB HDD drive installed along with it, and having that as the priority boot disk in BIOS. It's confusing, but that's the only way it will boot up..

Solution
^^^^This is what I was talking about.

Power down....take the battery out....wait 5 minutes....put the battery back (good time to put a new one in)....power up.

I recently had this issue. My problem is that the CMOS battery wasn't completely in all the way. The CMOS is the small watch-sized battery that should be above your PCIe 16 slot or under CPU socket. just simply take it out and put it back in. I recommend that you put the battery against the silver plate that is sticking out of the holder and then push the battery in all the way. If you don't have the battery you should buy a CR2032 battery to fit it. If this doesn't work you may not have any standoffs, standoffs prevent the back of your motherboard from touching your case, making you pc short out. If you don't have any you will have to buy some or if you have any you can watch a video to see how to install them.
