[SOLVED] Cheap PC Build Skyrim Special Edition(Heavily Modded)

My computer won't cut it for Skyrim Special Edition. Was wondering the bare minimum you would spend to build a PC today that would run Skyrim SE with quality graphics and a bunch of mods. On Xbox One, you can have up to 150 mods, but only up to 5gb, which isn't much space given some mods are more than 1gb. As for now, I'm only using a screen with 1080p, so it doesn't have to be built for 4K graphics. I've had a friend build a PC for me in the past, they used AMD, but I did read that Intel would supposedly provide better graphics for Skyrim?

Help with a PC build would be much appreciated, as I'm a bit of a noob in building a PC by myself. This is based on U.S. pricing by the way. And I already have Hard Drive and Case, so it's more about the rest of the components being high powered enough and compatible.

Also, would it be better to look for cheaper parts on Black Friday or Cyber Monday? I'm not really seeing any deals on NewEgg for Black Friday, unless their deals were yesterday on Thanksgiving.

Processor: Intel(R) Celeron(R) CPU G530 @ 2.40GHz
Video Card: AMD Radeon HD 7700 Series
Motherboard: Gigabyte GA-H61M-S2H
Ram: G.Skill 4.0 GB
HD: Seagate 2TB

Want to say it's at least 6 years old. It was built on a low budget at the time and I was more into streaming than gaming. I obviously need more ram after realizing it's only 4gb. I actually thought it was 8gb, but after checking, it's only 4. I get low memory popups these days, and trying Skyrim on PC for first time the other day it kept crashing on load screen after clicking new game.

I'd preferably like to keep it under 500 bucks for the parts that will need replaced. If there are any good cyber Monday Deals, 300 dollars would be a better budget if that were somehow possible. :)
