[SOLVED] New ryzen+vega build not performing as I expected

So I just built a new desktop for gaming and I am not too happy with performance so far and am hoping for some input, opinions, or advice.

System specs are:
Ryzen 5 2600x 3.6ghz
Msi 470x gaming plus motherboard
Radeon vega 64 8gb
16gb 3000 ram
1tb ssd
750w psu
27in 1440p freesync monitor

Games I've tested and avg fps at high/ultra settings):
World of warcraft(70fps, though it dips into the 40-50s in major towns)
Elder scrolls online(40-60)
Assassins creed origins(40-50)
Overwatch(80-95)
Guild wars 2(50-70)

I am not happy seeing fps drops below 60fps, and the strange thing is that I've tried undervolting and oc the vega 64, and seen no change in fps. Also decreased graphic settings in the games to medium and even low in elder scrolls online, and saw very little change in fps. Same thing with assassins creed, where the fps hangs around 40-45. Thinking that it was just from the 1440p resolution, I tried changing resolution to 1080p and it made no difference.

Temps on cpu and GPU dont go last 70c either. I did have a couple system failures when trying to overclock the GPU , but find it a bit strange cause I wasn't overclocking that much.

Looking at other fps benchmarks with same specs makes me think I'm not optimizing some things fully, so any help is appreciated

Well I ran firestrike http://www.3dmark.com/fs/17174970
Looks like the results are good, though I did notice that in the combined test it got down to 32.99, which to me doesnt sound good, but the overall score says otherwise.

I flash updated bios before installing windows, and I just downloaded the chipset driver which I am surprised I missed somehow, which seems to have made a small difference in a couple games, but not too significant. I am still only getting 60-65 fps in Assassins creed origins only set at high settings(very high is max), with some dips into 45-50 fps. Luckily freesync makes these dips mostly smooth, but I can still notice it.

At 1440p that sounds normal.

Any idea why changing resolution in games to 1080p has no affect on fps? And currently on assassins creed origins, im getting 40-60 fps(40 when running between people), with settings only set to high, with aa turned off.
