CPU, MOBO and case lights/fans won't turn off after shut down unless I hold the power button

My build:

CPU: AMD Ryzen 7 2700x
GPU: GTX 1060 6 GB
RAM: 16 GB DDR4
MOBO: MSI X470 Gaming Plus
PSU: 750W
OS: Windows 10 64bit

My problem:

Hello. I upgraded my CPU today from an old AMD FX to the new Ryzen, which meant I also had to replace my mobo and get new ram. Everything works fine as far as I can tell, except when I use Window's "Shut Down" option, most of the components inside the case, and the case itself, seems to stay on. This includes the case's power button light, the CPU fan and lights, and the mobo lights. Holding the power button to do a manual shut down turns everything off like it should though.

I turned off the "Turn on fast startup" option in window's power settings, I turned off the "legacy usb" option in the bios, and I enabled the ErP setting in the bios. None of these seemed to work.

The only thing I can think of that I haven't tried is resetting the bios or pressing the CMOS button. But I'm not sure if I should since I always here that can be dangerous if I do something wrong.
