Mouse and keyboard work in BIOS but not windows (Unplugging and trying again doesn't work)

Recently decided to upgrade my PC. I replaced all parts except the PSU and my SSD which has windows 7 on it. I installed the new parts and everything boots up, but the mouse and keyboard stop working as soon as it boots past BIOS into windows. I've read other posts where people had similar issues and many people seem to resolve them by basically turning off and unplug then try again. Nothing suggested has worked for me. I read elsewhere that you need to reinstall windows when replacing the motherboard. Would that cause the issue I'm having? If so, how do I do that? I do not have the original disk or activation key. If I have too, I can buy another SSD and a new copy of windows, but I'm trying to avoid that. Any help is appreciated!

Yes it would cause your problems. Without a fresh install of Windows, you are still operating on the drivers from the last motherboard.

Do a fresh install of Windows.
