7700k oc not happening over 4,6

I am trying to achieve a 4,7-4,8 ghz oc on my 7700k by only changing vcore but anything beyond 4,6 with vcore set to 1,225 causes a blue screen immediately after the boot. I tried to increase voltage to 1,275 and yet 0.1ghz difference still causes a crash. (The first time i started my pc after building it I saw high temperatures and was running default at 1.3V so lowered it) anychange I got a shitty 7700k?
Also my H115i is running a little loud would mounting fans on the other side to help sucking air out help or would it matter at all?
Anything would help :)

Cpu:7700k(NOT delidded)
Gpu:EVGA 980 SC
Mobo:Aorus Z-270X gaming K7
Ram:4x4gb Corsair Dominator platinum(3000mhz)
Cpu Cooler:H115i (non pro)
Case:Corsair Crystal 570x
Psu:650w (gold)
 
Solution
Every CPU is different. People using 1.175 have "undervolted" their CPU to allow it to run,cooler at stock frequencies. If yours was running at 1.3 before then you need to use that as a base level for your overclocking.
You can attempt to bump to 1.35v just to see if it will boot, that way you can estimate if what you need is VCore juice, but other things comes into play as well, as cache voltage and speed, input voltage, system agent, all those also affect stability and heat.

I guess I need to dig deeper after checking the VCore as you said thank you for your response. I was also thinking maybe it had something to do with my ram i have not checked what the error was at the Blue Screen seems like 7700k's support upto 2400mhz so it says on the (specs) i might try to decrease mine maybe? im pretty sure the extreme memmory profile is off aswell maybe it could help it out. Idk if it would cause extra heat on anything since i know exra volts does and i wanna be cautious but thanks anyways :)

i wasn't i tried it with 1.275 and i have seen people stock 7700k with 1.175 volts thats why i was a little suprised
+ for some reason mine was stock at 1.3VCore idk if it was my mobo miscommunucating or not but i was getting high temps while cpu was stock back then
