Fresh new build MSI B350 PC Mate problem

Hello,

I ran into bit of trouble when trying to build my new rig. I will include the specs below first and then go further into my problem.

Specs:
CPU: AMD Ryzen 5 2600
MOBO: MSI B350 PC Mate
GPU: Gigabyte RX 480
PSU Corsair VS650
RAM: 2x8GB Corsair Vengeance LPX DDR4 3000 MHz C15 XMP 2.0
Case: Coolermaster K380
SSD: Crucial mx500 500GB

Problem:
My PC won't boot properly, there is no signal going into the monitor, the CPU fan runs, the GPU runs, the HDD and SSD run.

Upon turning on the PC everything will run, the CPU Ez debug LED lights up for 2 seconds as its supposed to but then nothing happens, the DRAM and VGU Ez debug LEDs dont even blink as they are supposed to in the POST.

At this point I spent almost 7 hours I believe trying pretty much everything, resetting the CMOS, trying to run it with 1 RAM stick, trying with 2, trying different combinations of RAM slots. trying different monitors, different monitor inputs, different SATA ports, plugged in and plugged out stuff several times. I did a tabletop setup, in which everything from my previous build works so I am pretty much out of ideas.

I guess something must be defective, I am just unsure what exactly could it be, is it the RAM? is it the MOBO? is it the CPU? Could my B350 just have an outdated BIOS on it so it doesnt support my RAM/CPU or is it just defective?

I would appreciate any kind of help as at this point I am pretty much out of ideas and I don't even know what could be wrong with it. If there is any more information that I can provide I will provide it without a hassle.
