TLDR:

  • C:\ Drive (M.2) works perfectly on this fresh install of windows, files can be deleted or installed or moved at will.
D:\ Drive (Samsung Ev0 860 SSD) cannot be used in any way except in safe mode, where it performs flawlessly.
Changing the security permissions and giving users ownership in safe mode had no impact on this in normal mode.

My brother and I are having a heck of a time troubleshooting the problem with his D: Drive. It's a Samsung Evo 860 SSD on a freshly built PC (although it's had it's share of issues). We were having a problem with his first motherboard and it was replaced with a z390 and the computer wiped and reset.

He's having a problem where you cannot write/move/delete or otherwise interact with the D: Drive. We formatted it, quick and full, it did nothing. We enabled the admin account and it cannot perform any of these functions either.

"Destination Folder Access Denied

You'll need to provide administrator permission to copy to this folder."

After which it tries to delete, fails, and then repeats the message.

We booted into safe mode and discovered that we can interact with the drive as if it is working perfectly. We did this by dragging a new folder to it, then deleting it. All worked. We used the chance to grant all permissions and give ownership over (although I knew this wouldn't fix it, since administrator didn't work). When we went back to normal mode, we got this:

"The Recycle Bin on D:\ is corrupted. Do you want to empty the Recycle Bin for this drive?"

Clicking yes results in

And then a loop if you try to continue. The C:\ drive works perfectly on the machine in normal or safe mode, and the D:\ Drive seems to work fine in safe mode, and not at all in normal mode.

We will obviously reset windows again if necessary, although we are hoping to know if there are steps we need to take with this drive in advance, as windows has been reset several times to no avail. Any advice would be seriously appreciated.

Solution
Which motherboard is it?

Refer to manual regarding m2.

For the sake of looking i just randomly picked a motherboard and looked at Gigabyte's z390 manual. M2 section, it mentions when M2 is used some Sata connections can be affected.

If your Samsung Evo SSD is Sata, check the manual which slots you can use.

When you say
as windows has been reset several times to no avail
do you mean that you have installed windows 10 several times on the D drive, removing installed partitions along the way and adding no other apps to the OS post install and the problem remains ?
