New build won’t POST or beep

Hello, I just recently built my first ever gaming PC. Once I put it all together I hooked it up and started it, it turned on perfectly with no problems. The cpu cooler fans were spinning and lit up, my LED strip was lit up, all of the other fans were spinning and so was the PSU fan, the mobo also had a orange LED light on it. I didn’t have a monitor originally hooked up to it so I thought it would work perfect. I then hooked it up into my new gaming monitor only for it to say “No Signal.” There was no post or beep codes. I tried switching my HDMI cable from the GPU connection to the mobo connection and nothing happened. The computer wouldn’t start over either, it would just continue to run for however long. I could click the power switch and it would turn off. I even had my gaming mouse and keyboard connected to the mobo and they weren’t lit at all. The first thing I did was to make sure all of the power cables were connected and securely plugged in. I knew my monitor worked because I just had it hooked up to my Xbox. I then tried to switch the RAM into several of the other slots. Even tried one stick at a time in every slot. I eventually breadboarded my mobo with only the PCU, PCU cooler, and PSU connected. I would start the pc and nothing would change. I tried resetting the cmos by taking the battery out and shorting it, but the only thing that happened after that is my pc would sometimes restart a couple seconds after I started it and then just continue running but not booting. I eventually figured it was my mobo that was faulty so I order another one. A new one came in and I switched everything over from my other mobo, to this one. I started it up hoping it would be fixed, only to have the same issue. I then tried adding ram, moving it, reseating it in new places and nothing happened. Is it possible to be sent two bad mobo’s? I then thought it was my PSU, so I ordered a new one with more wattage. It came in today, but was still not the solution to my problem. At this point I don’t know if I’ve been sent two bad mobo’s, or I’ve been overlooking something.. I heard that PCU’s hardly failed unless you had bent pins, and I inspected my PCU with a magnifying glass and saw no bent pins. I didn’t push the PCU down on the mobo either. I’m just hoping I could get some insight on my problem, if I need to post any pictures just ask. I REALLY NEED HELP!

GPU : ASUS GeForce GTX 1060

PCU : Intel Core i5 9600K

FANS : 6 - 120mm fans

RAM : Ballistix Sport LT 16GB DDR4 2666

COOLER: NEPTWIN V2 Cooler

SSD : ADATA SU800 128GB

HDD : Seagate BarraCuda 2TB Hard Drive

CASE : InWin 101 ATX Computer Case

** ALSO, I can’t even charge my phone from the USB ports on the mobo, it seems like they don’t have power.
 
Solution
Unless it supports something like BIOS flashback, it's not that easy

You'll have to buy or borrow a lower spec cpu to flash it then install this cpu

I don’t think my mobo supports BIOS flashback.. I’m not sure honestly I can’t check because I’m at work now, but if it doesn’t then I would have to get an older cpu that’s compatible with my mobo, then install the newer bios version with my original cpu?
