I have recently switched from a quad core to a 8 core. All my games run at 60 but then go down to 30 for like 10 seconds. This occurs a lot. I have already tried: Disabling cool and quiet, unparking, and disabling Xbox DVR.

What motherboard? There are many AM3+ boards with weak VRM setups that have VRM throttling problems(will cause fps drops) with the 125w cpus like the 8350.

My motherboard is M5A78L-M PLUS USB3

Likely VRM throttling with that board. Monitor the CPU frequency while running a cpu stress test and see if the cpu throttles.

I did the stress test for a hour and no errors nor warnings.

I agree with this setup throttling , that board shouldn't be certified for a 125w CPU. The thermal design of the board actually only supports 95w effectively.

All I did was look for errors and warnings, I didn't have another process going
