My i5-3330 @ 3.0GHz is hitting anywhere from 75-105 when running google chrome, file explorer and Spotify. I have 8gb ddr3 ram and a passive cooler on my gt730 which stays at around 40 degrees due to the exhaust fan and two intake fans at the front of my case. Unfortunately, the pins the cooler had broke so I had to resort to good old zip ties to attach it and its securely, wiggles a small bit but not a noticeable amount. The CPU has a good size of thermal paste and the only concern I have is that my coolers fan speed is not very fast, it may just be a case of replacing my cooler but I'm flat broke so I cannot right now. Christmas list idea though! (i have already asked for a hyperx 212 Evo, so that's sorted)

Update: I just checked and it was at around 68 until I posted this thread when it went to about 78.

Solution
If there’s too much thermal paste it will make air bubbles and cause to over heating. The cooler is probably just bad like you said but I’d also fix the pins better tho
