DRAM LED: MSI Z370 Tomahawk

New PC and right from the get go having an issue where I can't even get into BIOS, but first some specs:

i5 9600K, MSI Z370 Tomahawk, 1x 8GBs G.Skill Ripjaws V 3000 MHz (15-16-16-35), Corsair R650x PSU.

There are more components but I've removed them and left only those.

It goes like this: upon turning the PC on the EZ Debug CPU LED shines briefly, for a fraction of a second (is that OK?), then it goes off and a DRAM LED lights up for about 4-5 secs then goes off. And then nothing... Neither kb nor mouse react, no video, no beeps. There are also VGA and Boot LEDS but they never light up.
I've tried putting that RAM stick into each of 4 slots. I've tried connecting CMOS reset pins with a coin for 30 secs while off, I've tried holding power button for 60 secs while off, unplugged in both cases, my case comes with risers by default so mobo doesn't come in contact with a case, both 24pin and 8 pin connectors are plugged in firmly. I've tried the other memory stick (it is a dual pack). Nothing helps.
I've tried removing the memory altogether, then a mobo gives 3 long beeps and DRAM LED shines permanently - so I'm guessing mobo is OK?

Is it a CPU issue? Is it a memory issue?

I've noticed that the memory in question is listed under i3 compatibility on MSI website, but is missing under i5/i7/i9 but does that really matter? It should start at 2133 MHz by default no?
It also supposedly a 1 command rate instead of 2N, which is not mentioned anywhere, but there are Ripjaws V 3000mhz where 2N is mentioned.

Anyway, I'm kinda really nervous, help.

Does that mean I'm screwed unless I buy the lowest end Coffee Lake CPU?

Prior to purchase I've checked MSI compatibility chart for my motherboard and it had all 9th gen CPUs listed - and I've ordered my motherboard just a week ago. The BIOS update with 9th gen support is dated mid July.

Hmm yes you are most likely correct after all. A sticker on a mobo says "1805" which means the BIOS is not supporting 9th gen CPUs, as the support was added two months later

Better yet - delivered to a seller's service center because warranty. A hour later it had updated BIOS and everything works now.
