I think my cpu is bottlenecking my gpu

Hi. So last week during black friday I bought an RX580 8gb on impulse for $185 along with two free games. Ever since I have installed this GPU, I have been getting good frame rates on max settings in games like GTA4/5, Killing Floor 2, and Sniper Elite 4. The only major issue I have is with the game Black Ops 4. On COD Bo4 I can Easily run the game on The Highest texture settings with 60-70 fps. The problem that I have is that when I move around in multiplayer, I experience annoying micro stutters that render the game nearly unplayable. I have tried running the game on the lowest possible settings yet to no avail. Micro stutters are still prevalent. I think the problem is with my GPU bottle necking my CPU because when I had my old GPU (an RX460) I had no micro stutters or issues running the game at low settings. If anybody has any advice on what the problem could be any help can be useful. Thanks in advance.

CPU: AMD Ryzen 3 1300x (OC to 3.85 ghz)
GPU: AMD RX 580 8GB
RAM: 16 GB DDR4 (OC to 2800mhz)
PSU: EVGA 500w PSU
HDD: WD Blue 1tb
SSD: 240gb Sandisk SSD Plus

The CPU is to be blamed here as far as I would guess, the 1300X is not powerful enough to handle the multiplayer component since it often requires much more CPU power than the single player campaign does. You need a better CPU, preferably one with more cores, to run Black Ops 4 multiplayer.

Have you checked your CPU usage in game? Bo4 really likes clock speeds so that could be an issue. Also what CL (Cas Latency) did you have to use to run your ram at that speed? Ryzen is really sensitive to ram speeds. Your CPU could very well be bottlenecking your new GPU in that particular game.
