I7-9700k, Temps and boost

Hello,
I have few questions about I7-9700k

I running it stocked, but when i run Aida64 stress test i hit on all cores 4,600Mhz
But after few sec, it runs at 4,200-4,400Mhz
Its because it reach Power limit ?

Other thing, the core Voltage reaching 1,3xxV (its on auto), should i go in my bios and change it manually to like 1,2V and running stable tests ?

and last question are temps ok ? While gaming/stress tests max temp of all cores are 70-80°C
Guessing if i manually set core voltage under 1,3V this number should be lower right ?

Spects - I7-9700k stock
Seasonic Focus Plus Gold - 750W
Motherboard - ASUS ROG STRIX Z390-H GAMING - Intel Z390
cooler - Noctua NH-U12P-SE2

Turbo boost will only hold max boost speeds on 1 core. When all cores are being used the speeds will drop. How much they drop depends on the CPU. If you want you can set your multiplier to 46 in your BIOS then you would see all cores hold 4.6ghz

Yep i know that, but it should depends on how many cores are active. like in my case all 8cores are stressed so they should keep 4,6Ghz.
