My pc doesn't boot.

I bought a new cpu i7-3930k and it would replace my xeon-1603. My pc doesn't even show the dell splash screen. My specs are CPU: Intel Xeon E5-1603 | GPU: Nvidia Gtx 1060 3gb | 12gb ram | 500 gb ssd, 500gb hdd | Motherboard: 08HPGT | It's a upgraded Dell Precision T3600. I have upgraded the bios to a17 version which was apparently the newest. The old cpu still works. They are both socket LGA2011. Help?

While the socket may be backward and forward compatible with the processors from Intel's design standpoint, it's up to the motherboard manufacturer to provide BIOS support. As far as I can tell, from this page - https://www.dell.com/support/article/ca/en/cabsdt1/sln290703/the-hardware-specifications-for-the-precision-t3600-desktop-workstation?lang=en - there is no BIOS support for the 3930 on your motherboard. But I would check with Dell more in depth before writing anything off.

Would your RAM happen to be ECC? That might also cause an incompatibility.
