New gpu causes overheating in good cpu

Liquid cooling, applied to my i9 and rtx 2070 cause overheating on idle mere minutes after startup?!?

I can immediatly get temps of 100c on non heavy load
Whereas if i use a gtx 970 then i get about 40c or 50c while gaming
I have new everything and its not because i did some idiotic thing like "bumping my cpu cooler loose"
No matter what i monitor the cpu temps and watch as every core slowly overheats.

I have ordered more ram and a new psu of 700w as im currently using 500w psu and the card recomends 550w or more.
If you know what may be hapening let me know im afraid to run my pc for longer then 3 minutes.
Here are the specs.

Intel i9
Rtx 2070
4gb ram(cheap ram i bought while im waiting for new ram in the mail.)
2x 1tb ssd
1x 500gb ssd
500w corsair psu.
Im getting temps for the "package" of the cpu at 115c after about 4/5 min. And it only heats past 60c after i plug the new rtx card in.

Is the psu to blaim?
Is it the cheap ram?
Is it a driver issue related to windows 8.1?
Let me know what you think it could be.

Have you actually put the 970 back in and saw the temps go back down? Then put the 2070 back in again and the temps went back up? Just asking because everyone makes mistakes so it is entirely possible that you knocked something loose.

Does your cpu use water cooling? Is it possible the pump is messing up and it just happened to give you trouble when you removed the 970 and put in the 2070? I'd check to make sure pump is working properly, if so then re-seat the cpu cooler with new thermal paste, then verify that the pump is still working properly and check temps.

Do you have custom cooling or a closed loop cooler?
What exact i9 do you have?
What motherboard do you have?
What case do you have?
How many case fans do you have?
Have you attempted any overclocking?
What exact 500W power supply do you have?

500W and 700W both sound like low quality power supplies. Quality matters more than quantity. What exact power supply did you order? What power supply do you have now?

***On second thought, you say it doesn't overheat with the GTX 970 yet it does with the RTX 2070? I'm not sure what you're saying here.

I have applied new thermal paste,
The difference was when i pluged the 970 back in temps went back down.
Detailed specs are
I9-9900k 9th gen
Evga geforce rtx2070
4gb of ddr4 ram (cheap)(new ram not yet here)
Z390 phantom gaming sli/ac lga 1151 asrock motherboard
Lepa liquid cooler (cpu)
Corsair 500w silver ( new 700w psu not yet here)
And i have 3 ssd coming to about 2.5 terabites.
The reason i suspect the psu of being a contributor is because the 2070 has a reccomended voltage of at least 550w
 


You should consider cancelling the new PSU order. Even hundred number wattages like 500W, 600W, 700W, are older and lower quality designs. Quality matter more than quantity. Be sure you are getting a high quality power supply for your very expensive system.

You are putting your entire system at risk by using the CX500 with an i9-9900K + RTX 2070. Again, it's the quality not the quantity that is putting it at risk. Those CX500 and CX600 units have been known to fail and break other parts of the system along with the PSU.

Well, i definatly saw stabilizations with the new psu, however the main problem is that my cpu cooler isnt working, i tested it and found it was unable to circulate the fluid effeciently. Thank you for the suggestions and trying to help me out, this is a cool comunity of people willing to help.
 


It's not a very popular power supply and I cannot find much information about it. It has enough power, but I cannot speak for the quality of the unit other than it doesn't show up on any lists of good quality units. I suspect it is medium quality. You could have chosen from several known high quality units for less than that price.
