Crosshair vi Q code 90 vga problem

I just got my new system up and running. Ryzen 1700x on crosshair VI with a GTX 1080. 2x8 vengeance DDR4 3200mhz 650w PSU (ultra is the brand but don't know any other details) Samsung SSD for win 10 OS and Western digital 1 TB HDD for games. water cooled by thermaltake 360 floee ring AIO. While waiting for a game of Overwatch my screens, keyboard, and mouse go dark. After trying to wake from what I thought was sleep mode I noticed the Q code 90 and the white VGA trouble light. CPU light still green. I tried resetting and couldn't even get into BIOS. I removed both the SSD and HDD and still got nothing on screen. I tried swapping the 1080 for a 950 from another computer that works fine and still nothing. From what I have gathered I think either my MOBO died or my low quality PSU is busted. I will attempt swapping PSU tomorrow for another but I have no clue what to do.

Q-Code 90 is the boot selection stage has started..... indicative that your system has restarted.

A poor quality PSU could be the cause of a restart, absolutely.
The LED for the VGA is a concern though.....

I'd start with a replacement (quality!) PSU and see how you go.
Unfortunately, a poor quality PSU runs the risk of damaging other components if/when it fails.....and the GPU would be a prime candidate.

Entirely possible your poor quality PSU has damaged your GPU...

I have tried swapping gpus and power supplies and also flashing the latest BIOS on asus' page. All returned the same q code 90 with white VGA light. I think the board is faulty. Any other ideas?
