Solution
There's alot you can change. For one you dont need a that large or expensive of a cooler for an i3. You can get away with something like the Cryorig H7. Speaking of the CPU have you looked at a Ryzen alternative?

Secondly unless you do something where you handle large files like video production a PCIe NVME M.2 drive's speed will be lost on most all other applications, including gaming. A standard SATA III speed SSD would be a better choice as they are generally cheaper at most capacities.

That HDD at 5400 RPM will be slow, I would look for a 7200RPM

For the 1060 look around at the RX580 in both 4GB and 8GB versions, they are often cheaper

750 Watt PSU is overkill for that system, a quality 550 or if you plan on upgrading to a more power hungry graphics card a 650 would be more then enough.
