Advice needed for upgrade

Hello so my question is what should i aim to upgrade first my budget is €400 i was thinking about a used 1080 or 1080ti or just upgrade to 16gb ram for now and wait a little bit longer for a new gpu or wait for the price to drop a little.

These are the games i play:
League of legends
Cs:go
Pubg
Fortnite
Ring of elysium
H1z1



These are my specs
Monitor: 144hz asus vg248qe
Cpu: i5 4690k @4.3ghz
Mobo: msi z97 gaming 3
Ram: 8gb ddr3 fury hyperx 1600mhz
Gpu: msi gtx 970
Ssd: 240gb
Hdd: 1tb

If you can find the exact same stick of ram or a reasonably priced dual/quad channel ram kit that caters to your ram upgrade, I'd say go for it. Seeing how DDR3 ram that is clocked higher than 1600MHz is overpriced and you don't overclock your platform(CPU/memory) then sure go ahead. Outside of that, I think you could save that money since you're not playing demanding titles, IMHO.
