I have 16gb ram but I've never seen any game or software to use more than 9000gb. Even the most demanding apps/games rarely get above 9000gb. Why is 16gb so often recommended in games? Is there a pb with my ram? Is it maybe not fully used?

I launched several games and this is what my Windows Task Manager currently says:
Physical memory:
Total 16327
Cashed: 6097
Available 9129
Free 3845

Well, no. That's based on your workload though.
If you drop from 16GB, it should be to 8GB (to maintain dual channel). At which point, your "9GB" used would be split between RAM and virtual.
Even with an SSD, virtual memory is MUCH, MUCH slower - and you'd notice that.

In addition, i'm not 100% of the inner workings, but some titles will use more - simply because more is available.
GTAV at 1440p, for example. With 8GB, I saw the collective use at just north of 6GB. With 16GB installed, all else being equal, it used just under 7GB.

Near a whole 1GB additional utilized, just because it was there. FPS results were 10-15% higher too.

Does that mean that even if a game is only utilizing 8gb of ram, it is still better to have 16gb or more?

It is better to have a bit more then what's required, especially if your running other programs besides your games such as Discord.

Why 16 Gigs? Because applications are more resource hungry under Windows 10 it has nothing to do with how RAM is configured. Windows 10 alone needs 4 Gigs of RAM to basic operations.

Games now just use lots of RAM for example;
Batman Arkham Knight 9+Gigs
ARK 8+ Gigs
GTA V 8+ Gigs
Dead Rising 3 8+ Gigs

Overlays and Bootstrappers typically use a nice chunk of RAM. " Think Steam, ARC, Afterburner, Twitch/Curse" and then add a client like Mumble and TS and you start having issues with 8 Gigs of RAM.

Now toss in some music streaming from Youtube on Chrome and you have even more of a issue.
