Noctua fans cooling dipped too low from theoretical max speed

So I currently have the following system:

evga 280 clc with 2 Noctua NF A14 ippc 3000 fans.
Another same Noctua fan on top panel for exhaust.
One 120mm stock fan on rear exhaust.

i7 8700k and msi z370 A-pro motherboard.

I find it strange that when I cranked the three Noctua fans up to their maximum, the reported rpm's for all three of them are consistently in the 2500 rpm. (I already have each fans connected to a different fan headers on the mobo to make sure the rpm is from each separate fan)

Forget about noise level, I didn't expect that the Noctua fans' max speed could fluctuate down that much? Given that their theoretical max speed is 3000 (for the industrial ippc3000 version which I bought), I thought in the worst case scenarios they would only dip down like 2700 or 2800. But 2500 rpm really?

Did I just lose the silicon lottery and have 3 bad Noctua fans or is there some limit in my mobo?

I did plug all three of them into the motherboard (NOT the fan header splitter that came with the AIO).
Then I went into the rpm's reported by both the BIOS and HWmonitor all showed that they were around 2500 rpm. Hm....

I would expect at most a +/- 300 from the theoretical max rpm.......... But sadly no...

No I unchecked the Smart Mode box.
I mean, even if it is enabled, I already make the custom fan line a straight horizontal line at 100% so it will just run at max regardless of temp :\
