Your sarcasm really isn't helpful to anybody. Honestly, your recommendation, made without any serious intent, a lack of information regarding the OP and their actual needs, and where they live (And therefore, WHAT might actually be available to them, and at what prices), and the fact that you have no idea if they have a power supply capable enough for running either of those cards, actually isn't very helpful either.
Our erstwhile requester made an interesting point. Evidently he does not have a PC package as it would have a GPU AIB on the motherboard, but rather he is building it out with a rather top performing CPU. If the CPU and motherboard are available then I would also suspect that the balance of the kit is available as well including graphics cards.
But as I said before, he did not ask for the best GPU AIB available but rather a "good" one.
So my answer stands; sarcasm aside and despite your judgement.
One can assume adequate power is provided with the Ryzen 7 2700x. ANnd if he is attempting a build, then one has to assume that a certain level of build awareness is understood. If a Ryzen 7 cpu is available then the local channel also has units of RX 580 and even possibly RX590. For that matter RX 560 would be a fine choice as well if the budget is bent slightly. Again the R7 2700X seems to indicate a certain budget capability as well.
Having worked and traveled extensively internationally I can just about tell you that where ever an R7 cpu kit is available then a suitable graphic cards will be available too. The international channel often has product well before the United States.
