What The heck is going on?

I built a rig back in August and am an experienced builder, (For other people), who has used this forum many times. Since building my rig, I have been having a multitude of problems, which after 200+ hours of my won troubleshooting, have gone unsolved. I am a 15 year old boy who owns his own business in the PC market and I am quite concerned with my failure to deduce these issues. After much internal debate, I have resolved to sell the PC in the next week if possible. It's heartbreaking to see the PC go but Its more painful on my desk, as a reminder that I have failed. Then I thought back to all the times this forum has helped me and have decided to give it 2 weeks. Any and all help is greatly appreciated My Issues, Components, and Attempted Troubleshooting are the following:

Issues:
Loud Coil Whine
Loud Chopping Eminating From PSU
Late Texture Loading In Games
High CPU Usage
Microstutter
Preformance Degrading over 30 min session (Not Thermal Throttle, I checked)
Screen Rearrangement, Pixles in middle collumn will move to left, (Temporarily fixed upon monitor reset)
Terrible render distance in BF1, BF4, Crossout, War Thunder, ect
Poor Antialiasing

Updating Drivers
Using HDMI
Using DP
Using Friend's GPU
Using Friend's Rig to test card
Replaced GPU (Suspected bad VRAM)
Replaced PSU (Suspected insufficuient power)
Replaced MOBO (Suspected trace scratch)
Replaced CPU (Suspected incompatible chipset)
Optimized and cleaned up drives and SSD
Ran Games off SSD
Power Settings to PCIE in BIOS
BIOS reset
Chipset Change (AMD to Intel)
Using at another house, (Checking for potential grounding issue)
Ran with Surge Protector
Ran Without Surge Protector
Ran Outside case
Individually tried each NVIDIA Control Panel setting, primarily power usage, graphical preformance, LOD, Antialiasing and antrisopy.
Ran Memory Tests
Tried.cfg fle changes on Game load

Please, anyone, I am super desparate and want more than anything for this beauty I built to do its thing. Anyone up to help a 15 y/o dude acheive his christmas miracle?
