[SOLVED] Phenom II stuck at 800mhz

Hello, i have multiple problems with my pc and i havent found an exact answer.

1. Somehow if i turn it off i have to wait around 20 minutes to boot it again, if i dont it will never show anything on screen and the gpu fan will go on and off, so i have to turn off the psu and wait.
2. Sometimes after this rutual my cpu will get stuck at 800mhz and the multiplier at X4, the vcore stays at .990v and it wont go higher.
3. If i let it rest like 8 hours everything will be fine, the cpu will go at 3.4ghz and the correct vcores, i can even game on it, for multiple hours without problem.

I have found several "fixes" but now it wont work as intended, its stuck at 800mhz, this "fixes" are

Note: Sometimes depending on the settings i change on the bios and after saving and exit the pc will immediately will turn off, so i will have to wait the 20 minutes.

1. Unlock the cores,it will turn off but it wont be stuck at 800mhz, it will only work once, because if turn it off everything will go back to 800.
2. Change AMD C1e or cool and quiet, again its gonna shutdown and its gonna work once.
3. Sometimes on the effort to make the cpu work i will load optimized settings and it will work.

So, after all this i can say that it will work at random times, doesnt matter if i have cool and quiet or amd c1e.

Now, i never had this problems, before everything went down i had the phenom clocked at 4.1 ghz and worked pretty well.

I intended to sell the rig but i dont want to sell defective parts, i think its the mobo but at this point it can be anything.

PC specs:
CPU: Phenom II x4 965 BE C3
MOBO: GA - 78LMT - USB3
RAM: 8gb Adata 1333mhz
PSU: EVGA 450BT
GPU: R7 260x

CPU is around 30 and hwmonitor doesnt show anything over 50°C, on the mobo side, the north bridge and south bridge both feel really hot.
