2700X, 1080 SLI, FPS issues

So I just recently upgraded to an AMD 2700X, and I've had a pair of 1080s under SLI from my previous build, and I'm running into FPS issues on my games, Destiny 2 to be exact, its only getting up to 40FPS, that's not right. I was getting well over 100FPS on my i7 6700k, and I had it at stock settings.
 
First, it wasn't really an upgrade going from an i7-6700K to a Ryzen 7 2700X if you are only gaming. You maybe gained some future potential performance, but none to speak of for current games.

Second, your performance is off. Have you checked to ensure all cores are enabled and that you aren't thermal throttling?

What are your complete system specs?

GALAX GTX 1080x2 (sli)
Crucial Ballistix Sport 2400mhz 16gbs
WD Blue 500gb M.2 (Windows Boot)
WD Black 2TB (game storage)
Cryorig R1 Ultimate CPU cooler


And all Cores are enabled right now, but, I still get around 40FPS, and no, I'm not throttling at all, it hits around 45c - 50c while playing

Figured it could've been that, but, I wasn't really TOO sure, just thought it was some type of Hardware incompatibility that I might have; I'm using the RAM sticks from my intel build, guess its time to swap these out, they're pretty old too

Because I've seen R7 builds and they have similar specs, only diff being the CPU and MB being for AMD, and I've seen games run extremely well, I was already intending of swapping out to faster RAM, I just haven't gotten it. and I'm just using this RAM for now just to at least use my system

That might be the solution, my M.2 was from an intel build, and I just moved it on over to the AMD build, because now I'm Blue Screening, even with the new RAM, and with the Old RAM too

Looks like fresh windows install was needed, system is running fine, but, I had to do some reinstalling on some things and games, the new RAM works without a hitch, gonna try some games when it finishes installing, hooefully my frame rates are back to normal rather than 40fps
 
is it when windows get to the login screen or just after that it turns black?

Give this a try
If so try pressing CTRL + ALT + Del and open task manager.
1 at the bottom click more details
2 at the top go into services
3 find AppReadiness right click and go to open services
4 find in new window and right click and go into properties
5 stop it and then set Startup type to manual

Ive had this happen on multiple machines and once ive turned off appreadiness everything works fine. You can also wait around 30 min and windows will finally boot up an then do it. Ive also found that you can boot into windows in safe mode just fine and remove the GPU drives and it will boot to window just fine as well. Not sure if this a windows 10 Nvidia issues as all the computers i have issues with all have Nvidia gpus.

My PC doesn't even post now, after I updated the Drivers, this started happening, so it could be my GPUs/GPU drivers, because before that I was using it just fine with no issues before I updated drivers

Power isn't an issue, I got plenty of it, and it doesn't seem to be shorting, and my GPU is fine, it has status LEDs on them and they turn on just fine; Again, my PC was just fine, I had rebooted and done test benches for CPU stability, but as soon as I installed the Nvidia drivers, all of this started to happen again, blue screening, and now no post, just black screen
