Pc Freezes on Startup, Then Works after a Restart

Okay, so I just build a new rig with a Tuff x470 Gaming-Plus motherboard. After getting everything finished and installing windows I ran into a freezing problem a few hours later. Whenever I start my PC it freezes on the motherboard logo, then after freezing, I restart and it works fine. I'm just confused as to why this is happening every time I start the system. I also have some question about my ram if anyone wants to help me with that as well.

Also running:
Ryzen 5 2600
GTX 1060 6GB
2x8 Corsair Vengeance 3000MHz Ram
750W EVGA G3 Power Supply

I did download the new BIOS update, but its a CAP file, and I personally dont know how to Flash my BIOS to try and remedy that. And yes I change the MHz from 2166 (aka "auto") and switch to 3000. But when I did this windows became unstable and would bluecreen every time I would get to the windows logo.
Also I can't use the disk because my case not only doesn't have a CD Tray, but also doesn't have space to put one in.
