[SOLVED] PC has stuttering issues

My computer(Specs at the bottom) that I have been adding components too developed stutters that used to be rare but have now become a massive headache. The stutter is very brief but happens even on desktop. I can tell it happens on my desktop because if i make a circle on my main monitor(240hz) it will have a very noticeable stutter and skip a short distance in a steady hiccup, as in it happens at a slow but consistent rate like a slow heartbeat. I play almost exclusively FPS games so this stuttering is an absolute killer as my aim just stops in the middle of flicks and tracking targets. The only thing that fixes it, and it isnt a consistent fix, is restarting my pc. I have a feeling its because i haven't wiped and formatted my SSD or HDD in a while(2+ years).

Specs: i7 770k, MSI GTX 1070Ti Duke, 16 GB of TridentZ DDR4 3000MHz ram(which for some reason runs at 1500MHz and i dont know why. Would appreciate any help for this too), Asus Strix Z270F Gaming motherboard, Samsung SSD 840 EVO 250GB, ST500DM002-1BD142(seagate 500 GB harddrive), cooling for my cpu is a Corsair single fan watercooler dont remember the name h55 i think, power supply is a Corsair RM850x.

Make sure you're on the latest BIOS update for your motherboard. Then go into BIOS and manually set the frequency, timings and voltage(as stated on the sticker to the side of the ram stick). I would draw some attention the AIO, since that isn't adequate for the i7-7700K. I would've gone with a high end air cooler instead.

Lastly, see if uninstalling and reinstalling your GPU drivers takes care of the issue.
