Is CPU bottlenecking my gtx 1080?

Hey.

So I have i5 6500, 3.2 GHZ and I upgraded to my gpu to gtx1080 strix from ROG. I only play pubg and With my previous GPU, gtx960, i had around 90 fps. Now with the gtx 1080 I have lower than that. Is my cpu bottlenecking my GPU? I have an fps overlay to monitor the components usage and temperature and it shows that my gpu is used only 25% from its full capacity. On the 960 it was used 100%.

Any thoughts?

Did you uninstall the GPU drivers before removing the GTX960 and reinstall your GPU driver after dropping in the GTX1080? What is the make and model of your PSU? How old is it? Are you on the latest BIOS update for your motherboard?

I don't know the exact model of my PSU, but it is 750w and it is from CoolerMaster or Sharkoon. I received it as a gift not three months ago. Also, I did not uninstall any drivers, I just keep updating them from my Nvidia Experience application. And yes, the motherboard is up to date. I am pretty bad with pc's so any instructions you might drop are very welcome to me :) . Also, when I turn on pubg, my processor (i think, it is coming from that direction) is making some weird noises that I haven't heard with the previous GPU. My thoughts are to upgrade today to i5 8600k.

MERGED QUESTION
Question from nenad.simitcievski : "is cpu bottlenecking my gpu?"

MB : Gigabyte GA-Z170-HD3 DDR3-CF
i5- 6500
Nvidia GTX 1080
Kingston SSDNow V300 480GB
Toshiba DT01ACA050 500GB
Kingston HyperX DDR3 2400 C11 1x8GB

So, those are my components.

I upgraded from GTX 960 to gtx 1080 gaming strix from ROG. So, I only use the pc to play pubg and wow from time to time, and with the GTX 960 i had steady 80-100 fps. Now I have 50-100, with significant frame drops. My question is, is my CPU bottlenecking my GPU, because on my FPS overlay I monitor the GPU usage and it hasn't gone above 30% while playing both of the games.

Please enlighten a newbie <3

Please, don't create multiple thread for one topic. It only makes a mess for the community.

You need to figure out the make and model of the PSU...since it might be a limiter in how much power is being fed to the entire system.
