[SOLVED] HDD problem or other component?

Mobo: Asus p8h61-m le
CPU: i7-2600
GPU: gigabyte gtx 1060 6gb
RAM: 8GB

HDD: WDC WD2500AAJS-00L7A0 ATA Device (250gb)

GAME: black desert online SEA
Tracing from before, when I changed my gpu to 1060 from 1050ti, I had a really heavy stutter. It stutters almost everytime. BUT when I changed my windows 7 to 10, clean install, the stutters only show often ANOTHER BUT, if I play longer the stutter is starting to show up more usually.

GAME: pubg mobile (tencent gaming buddy)

it often stutters, especially when there are more buildings around and when in a fight.

From this scenarios, is it possible that it is my HDD's fault? considering all the circumstances that I have written? If not, then who's possibly the culprit?

Windows 7 and 10 should be no different from a cpu usage point of view.
Possibly 10 might be a tad more efficient, but, I doubt that is the issue.

Perhaps back then you had some sort of malware or virus that you got rid of going to 10.
Perhaps it has reappeared.
You can run malwarebytes free edition as a check.
Start task manager while gaming and look to see if there are any other significant cpu using tasks around.

Do some research on the PUBG forums.
There may be some game settings that will help.
I am no expert on that.

I expect a gpu to run near 80c. if it is running at max capability; that should be normal.

Be careful how you interpret task manager cpu utilizations.
Windows will spread the activity of a single thread over all...

gpu temp is like max of 75C, CPU is MAX of 68C
Ram usage is like max of 7000-7500 MB
for HDD usage, IDK, is there a way to monitor it using msi afterburner?

Stuttering usually is caused by lack of cpu capability.
You have many threads, but the i7-2600 single thread performance is good, but not best.
What are your cpu temperatures?
If you have a heat problem, the cpu will slow down to protect itself from damage.
That point is around 100c.
If you are using the stock cooler, I would expect to see 10-15c. over ambient at idle.
Much more than that and you may need to reseat your cooler.

As a temporary measure, take the case covers off and see if that helps.

PUBG is apparently very cpu intensive and there have been a number of game fixes out. Have you updated the game to currency?

As to the HDD question, I doubt that your HDD is defective.
One thing that games use a HDD for is to load graphics textures.
For that, a ssd is going to be some 40x faster.

If you have not yet converted to a ssd, you might consider it.
ssd prices are down a bunch.
Once you use a ssd, you will never go back.

I have a cooler master hyper 212X. My CPU temp doesn't go beyond 70C

And the one you said "Stuttering usually is caused by lack of cpu capability."
Why are other i7-2600 users doesn't have this stutter even with 1070?
And I mentioned what happened to me before.
---I had a tremendous stutter with my windows 7, then I clean installed to windows 10 and the stutters lessen, meaning windows 10 handles cpu more efficiently?---

I'm not sure, it varies, but I haven't seen it steady on 100, when i run around in the game, it says around 30-50 CPU usage and 50-70 GPU usage

So, if you had a game that was single threaded and cpu bound, it would show up on a quad core processor as 25%
utilization across all 4 threads.
leading you to think your bottleneck was elsewhere.
It turns our that few games can usefully use more than 2-3 threads.
How can you tell how well threaded your games or apps are?
One way is to disable one thread and see how you do.

You can do this in the windows msconfig boot advanced options option.
You will need to reboot for the change to take effect. Set the number of processors to less than you have.
This will tell you how sensitive your games are to the benefits of many threads.
If you see little difference, it tells you that you will not benefit from more cores.
Likely, a better clock rate will be more important.
