[SOLVED] My motherboard wont save my overclocks

I just got a new system (9600k Asrock z390 Phantom gaming sli/ac Captain 240 ex and 3200 ripjaws V(along with 1050 ti and storage from old system)) and i am trying to oc to around 5ghz and the ram xmp to 3200, the bios save, but when the computer boots up nothing has changed, and when going back to bios it is back to out of the box specs, i've followed all guides from relevant youtubers and tech companies to oc and have tried tweaking avx offsets and blk frequencies to see if it helps, i've also tried fixed, offset, and per core oc's along with 1.3v for power.

Please help i am new to overclocking, but have been around computers enough to know what relevant things are in the bios and in the main pc.

P.S. (edit) if it helps my xmp wo't save either and the memory keeps going back to 2133

The bios is already on the newest update, should i still try to update even so?
