[SOLVED] Computer won't boot, Cpu fan revs up and down, bad mobo?

On mobile, forgive me for any formatting issues.

Specs:
Asrock b350 mini itx
Ryzen 1600
Corsair sf600
Gskill 3200 ddr4 2x8gb
Gtx 1080

So this build is about a year old or so and all of a sudden it just shut down one day and refused to boot. Where I'm at now, the system starts up, and the cpu revs up and down continually without fully booting. I've done a lot of troubleshooting over the past two days:

First I checked the graphics card. Luckily my roommate had a system I could test it in. It works fine.

Then I tired reseting ram, as well as changing the slots and only doing one at a time for each, no change.

I reset cmos, no change.

Tried my friends ram in my system no change. Tried my ram in my friends system, it works.

Read it might be the PSU, so I took everything out of the case as was suggested on this site and tried hooking it up to my friends PSU which is know to be good. No change.

That's where I am right now. Nothing on the screen, just a revving cpu fan. I don't have a post speaker so I went out and got one but I don't think it works, tested it in my friends system and it didn't beep on Post and I can't go out again today. From what I think this is probably CPU or MOBO problem, and I read that MOBO is more likely to fail. Any help on this matter would be appreciated!

Do a minimum setup.

Only one RAM
PSU plugged in completely: 8pin ATX12V CPU plug and the 24pin main plug
graphics card
CPU with cooler and fan

nothing else (remove HDDs, SSD, M.2, USB, no other fans nor LED stripes....)

If this won´t work, can you check the GPU and the PSU of your friend´s system in yours?

How did you reset the system? Reset it by jumper CLRCMOS1
