New Custom PC Turns On, but it Does Not Boot

I recently bought a whole new set of components to put together an Home Theater PC for myself. However, once I put all the parts together, the computer does not seem to boot.

Here are the components:

I will try and detail everything I did from the start up until this moment, so I may get a more detailed response from anyone who can help.

I initially put all the parts together excluding the graphics card and pressed the power button on the case, this is when the first issue appeared. The computer's fans would power up, the disk drive would spin and lights built into the motherboard would light up, all for a half second when everything would just stop. If I waited 2-ish seconds later, it would happen again continuously until the power supply was shut off.

After this, I wanted to test if my power supply was functional. So I disconnected it from my motherboard, but left it connected to a bluray drive. I then used a paper clip to short the green and black wires on the 24-pin motherboard power connector. The power supply started up fine after I plugged it in and flipped its switch, and the bluray drive could open/close.

At this point, I got a spare power supply I had laying around and proceeded to do the previous test on it as well. I did this so I could have two power supplies to test with and ensure the issue wasn't my new power supply.

Now, after verifying (to the best of my abilities) that the new power supply worked, I connected it to the motherboard and CPU, I disconnected the case power switch from the motherboard and used the paper clip to short the green+black wires again. After I plugged the power supply and hit it's switch, the system lit up, CPU fan spun, bluray drive light up/is openable, etc. However the computer never attempts to boot up and stays in this limbo state indefinitely.

I then did the exact same thing, but with the other, much older power supply and I got the same result.

I then removed the RAM from the motherboard, and disconnected all other devices (HDD, bluray). When I switched the power on, the CPU fan spins and the motherboard lights up, but nothing else happens.

Also, as an aside, the motherboard speaker module I have is old, and I don't know if it's functioning. I will test it out on a working computer tomorrow.

In conclusion, I have tried some troubleshooting methods already and none of them worked. My computer seems to turn on, but it doesn't boot at all and stays in this state forever. I would very much appreciate some input/advice on my current predicament! Thank you all in advance.
 
Solution
You chose the wrong chipset/board. You should've gone for an H310, B360 or H370 motherboard. I also would change that PSU while you're at it. Might want to look at the Seasonic S12II or the M12II.
