Is this error caused by my CPU or the motherboard?

I'm receiving this error whenever I boot my custom PC.
I though it was dead ram but I've tried seating some new sticks and still seeing this on startup.

Is this more likely the motherboard or the CPU?

Only started happening after I cleaned my PC and applied new paste.
Have cleaned and replugged eveything but nothing but error messages.

My specs:
MOBO: ASRock H81M-ITX
CPU: intel i7-4790 / 8GB ram
PSU: Silverstone 600W
GPU: ASUS GTX 960 Strix

How old is your PSU? You may want to make sure you're on the latest BIOS for your motherboard. The issue you're seeing is that one or more of your rams may be faulty. How do you have 10GB of ram on your system? Are you mixing and matching sticks?
