I am experiencing frame drops and stutter.

Could this because of my HDD?

My HDD is a 1tb caviar green 2011 5400rpm

My pc specs are:

I5 4460
Gtx 1060 6gb
60gb add
16gb ddr3 1600 MHz ecc server ram
400w psu
mobo is from dell t20 server

The games which Iam experiencing stutter, frame drops and low FPS are:
GTA v, bf1, bf4, Fortnite.

My boot drive is the 60gb SSD. I have ran temps of my CPU and GPU, and they are perfectly normal. I have the latest nivida drivers. I have reinstalled windows 2 times on my SSD. My hdd, when it is first booting (when you press the on button), makes a crackle sound, and it is quite load.

Ok, thanks. I always thought that it was a 450w so I ruled that out. Until I actually looked at it. The make and model is a OCZ ocz4005x5-uk

Thanks, but I was looking at 'can a psu bottleneck a cpu/gpu' and they said that it cannot bottleneck, if it cannot supply the correct amount of power, then the pc will shut down. Not reduce the performance of a pc.
