I'm new to PC gaming and need some advice
Is this setup good enough to run games like FIFA 19 & GTA V ?
4th generation Intel Core i5 4570S,Quad Core (4 threads) @ 3.6GHz
H81M-HV3-v7 mini-ITX Motherboard
Patriot VIPER 8GB DDR3 Gaming RAM @1600MHz
1TB Hard drive
Gigabyte GTX960-OC 4GB-mini GPU
Coolmaster Elite 110 mini chasis

Yes. You're not going to see anything like high settings work well, but at medium setting or some combination of custom settings with a few of the most resource intensive setting sliders moved to the left you should be capable of at least halfway decent performance. Obviously, very demanding games are not going to be as enjoyable as less demanding games as you're likely going to need to drop a significant amount of settings down, but it's certainly viable.
