As punkncat suggested, a Dell Optiplex 9020 MT with an i7 CPU would be okay. You would need at least 8GB of memory and at least a 500GB HDD. You could install a video card, like a GTX 1050 and get by for a while. For the cost and relative age of the system, is that how you want to spend your money?

That was also the issue with the ebay listings above.

Craigslist and Letgo are definitely options. Sometimes you can find excellent local deals, you can also get scammed. Look in your area and post links here for assessment, if you desire.

Neither is a very good choice. Those systems will not perform well with modern games, regardless of the advertising hype on the listings.

What is your total budget for a PC? There are likely better options available than these offerings.

A Dell system, similar to a 9020 'MT' with an i7 inside should be easy to source either on eBay or perhaps look into a small computer repair/refurbisher in your area.
I would look into a GTX1050ti or RX570 card with an appropriate power supply, something branded, at least bronze rated and 500W.

The issue won't be budget with a bit of looking around, but really whether your son has ability to put it together. If you ask the small repair shop they will do it, probably even be able to source the parts for you, but not sure what overhead they will require to do so.

Edit to add-
Without knowing what area/region you live in, I wouldn't discount Craigslist or Letgo, etc. type alternatives. With a bit of digging you may find something useful. The biggest issue there being your lack of knowledge about systems and the fact that folks on there can often be asking what they "think" a system is worth rather than a fair market value. CL can be a pain to wade through but there are sometimes good deals on (a plus for you) a complete system.

Be aware that for the most part, the systems that BestBuy and WalMart are pushing are not great for the price.
I came up with a few 'mediocre' results typing Ryzen 3 gaming PC into Amazon...don't know if it will leave you budget for peripherals.

The choices for a "go out and buy it ready" system in that price range is going to be very limited regardless of what option/path you take. One way or the other a compromise is going to have to be made. The OptiPlex "workstation" class of computers were built rugged and made to be doing work for YEARS. I have purchased several over the years and rarely have seen one fail. It's one of the reasons refurbishers continue to push them, because they are reliable.

IMO, the only other thing that would be available in that price range and with a dedicated GPU is going to be a Ryzen 3 system. Onboard graphics solutions don't work as well as dedicated, but that price has to come from somewhere. IMO it would be a great idea to get a new R3 system with a decent lower end GPU and then look to upgrade for birthday or Christmas next year....but then you are back at the computer shop or hoping they have enough technical expertise to do it correctly lest the mobo/cpu get damaged. Even the options available to a person sub $1K are often mediocre in a prebuilt, we see it all the time.

The issue with CyberpowerPCs is their, generally, poor build quality. They, also, tend to use sub-standard PSUs. There are many threads on the site where members have had issues with these systems.

Do you need a display/monitor, keyboard, mouse, and speakers? How old is your son?
