My CPU doesn't pass its minimal speed!

Hi. I have an i7 3770K with 3.5 GHz minimal speed but it doesn't go over 3.49 GHz. How can I fix it?
My PC specs are:
CPU: i7 3770K
PSU: 550W
MB: it shows Zillion b75fel3 on CPU Z, but on the box written Asus H61M-K
GPU: Asus GTX 1060 6GB Dual OC
RAM: 8GB

Hey dude that is normal 0.1GHz will make no difference turbo or anything wont kick in unless you have the specs for and cooling the cpu will push past the 3.5ghz if it can with turbo ex turbo up to 3.8GHz.Also i know some people have had problems overclocking the 3770k.All in all its perfectly fine

I think the problem is with my motherboard, I have bought it as Asus H61M-K but in the CPU-Z software it shows Zillion B75FEL3, and I cannot flash it's BIOS. I contacted an IT guy and he told me the problem might be because of the motherboard.
