[SOLVED] CPU downclocks under load

The CPU multiplier falls from 34 to 4 (3.4 GHz to .399 Ghz) when playing overwatch. When idle, throttlestop can keep it at 3.4. the decrease starts the second I start the game, when temps are in the 50's.

Solution
Your VRMs (above or next to cpu on mobo) might be overheating, the only real why to diagnose this is with a thermal camera or some motherboards (msi sometimes does this) have thermal sensors on the VRMs.

I upped the max allowed voltage for my GPU by 5% and that so far seems to have fixed it. Was this a mistake?
