PC won't boot with new CPU

I bought a used E3-1241 v3 and made sure it was compatible with my mobo. I am up to date with the most recent Bios 3602 as per their website. I then turned off the computer cleaned the CPU and cooler before installing it. After installing the Xeon my PC turns on but the LED light on my case (Node 202) doesn't show any light fans are all running gpu lights are on but there is nothing displayed on the monitor.

I then put back my old cpu to make sure i didn't kill anything. Everything runs no issues. I then went to bios and set everything to default and even removed the CMOS battery and then re-installed the Xeon again. After installing it did the same thing, black screen no post. I then powered it off and tried with no RAM to see if its a RAM compatibility issue but to my luck no avail. I contacted the seller to see if I can get a refund. But am I missing anything? I could be doing something wrong.

Any advise is appreciated while waiting to hear back from the vendor.

EDIT: I read online when removing CMOS it should wait 10 mins before putting it back, maybe this could do something?

Got it to boot once after re-installing and it actually saw the CPU. I then went to bios and restarted it and now it wont boot again and is stuck on the same issue I had initially. I'm so confused as to whats going on. No bent pins, put i5 back no issue
