[SOLVED] i7-7700K constant maximum fan speed of 2300 RPM

As soon as I turn on my PC I can hear the loud CPU fan, my bios fan speed is set to standard which makes my fan speed 2300 RPM, I've also checked my minimum power settings for my CPU and it's the default 5% so i'm confused, I'm tempted to enter bios and switch my CPU fan speed to "silent" which is 1000 RPM, is this safe for playing games, like as long as the temp doesn't go super high? If anyone has solutions to calm my CPU fan down while idle i'm all for it but if you don't have any then entering bios is what i'm probably going to do

Yes it is totally safe to play at 1000 rpm fan speed providing your temps are not going above 80 degrees C, though 50 to 60's degrees C would be perfect...As to why this is happening, what are your temps using RealTemp or Hardware Info in:

In gaming?
Under max load with AIDA64
