game runs sometimes slower sometimes faster(how it should be)

So i have this very weird issue with game so example when i start playing game at 8:00 am morning it runs faster(normal) but than few hours later like 14:00pm till night it becomes slower movements etc i searched weeks on google to find fix but no luck so maybe someone here got any idea ?

its cod bo2 ye *kinda* slow motion bcos when im watching bo2 clips on yt their movement or faster(normal) than mine and temperature is fine cpu is around 60-70 whole time i also have put all settings on low but same thing
