Random PC Stutters troubleshooting

So this started around a week ago where my PC will randomly begin to stutter. I had not downloaded anything or changed any settings when it started.

The stutters are random, they could appear and last for a minute or i could go 20 minutes without any. When they do happen my CPU, RAM, GPU are all fine and they don't spike on task manager.
It's not just an issue with games as it can happen even watching youtube videos. The video will freeze up and the audio will skip and turn robotic.

So far I've reinstalled Windows 10, checked my graphics card drivers are up to date and cleaned out the PC in case of overheating although my temps never rise above 60 on max setting games.

My specs are:
i5-7600
Asus H100M-A/M.2
EVGA 1060 6GB
Corsair CP-9020098-UK VS Series

I wouldn't say temps are the problem here seen as the stutters will happen when i have nothing running but firefox and my cpu/gpu temps are under 30.
 
Ah, I see...This is a tough one as you have done all the basics...I use a piece of free software called Glarysoft to keep things clean on my system and have been doing so for the last 3 years...Might be worth a try in case you have some sort of registry issue..though that seems a stretch as you have reinstalled Windows..

No problem thanks for the help anyway. Currently had my PC running for 40 minutes and no issue yet but this has happened before and the stutters come crawling back.
