Will my friends new GTX 1070 8gb be bottle necked by my CPU

Hello, my friend is looking into upgrading his build and im the tech guy of the group so i've been tasked with helping upgrade his rig. So im fairly good with the building/specs side however I do learn as i go, so don't be too brutal when it comes to laughing at my stupid question

He has a gtx 960 2gb card, a z97 mx gaming 5 mother board, 16gb ddr3 ram. and an Intel i5 4690 CPU so I did advise that is maybe time to upgrade the board and ram to support ddr4 and newer 3.1 gen USB but he is simply interested in graphics upgrade. so he wants to buy a GTX 1070 8gb however upon researching the i5 4690 i can see that the "Graphics video max memory" is only 2gb. Does this have anything to do with the VRAM on the gtx 1070 because that is 8gb which means if it does I will be bottle necked. If it doesn't have anything to do with it. Let me know thanks :)

Nah that is for the integrated graphics. Discrete graphics cards have their own physical memory. It really won't bottleneck on games that only require 4 cores, but it will on some newer games that are core heavy. His processor is also insufficient for high res gaming like 4k.

1080p gaming only. just wants decent frames and a card with high Vram for further upgraded editing builds, I recommended an I7 for that.
 
I'd crunch the numbers between:
1. New CPU(4 core/8 threads or 6 core/6 threads), motherboard, DDR4 ram(2x4gb to start) plus 1060 6gb
vs
2. 1070 now plus upgrade to i7 4xxx CPU later

If the cost of a 1070 plus whatever a used i7 costs him gets anywhere near the cost of the new build I'd rather have the 1060 and the new build.
