Upgrade CPU or GPU?

Here's my spec:
-CPU: Intel i5-4690
-GPU: MSI GTX 970
-RAM: HyperX Fury 4x4GB DDR3
-SSD: Kingston A400 120GB
-SSD: SanDisk PLUS 480GB
-HDD: WD Blue 1TB (2012)
-PSU: Corsair CX600M 600W

Idk if I should upgrade the GPU or the CPU.
For the GPU I was looking for a RTX 2070, for the CPU I was looking for a Ryzen 5 2600x or 7 2700x.
What should I upgrade?
(I know that if I change CPU I've to change MB and RAM too)

It's a tough one. Doing one or other means, like you said, will be a bottlneck. In this case for more FPS (even if marginally - and potentially from a bottleneck) then the GPU upgrade will give you more of a noticeable change. But, the GPU will be bottlnecked in some demanding games by the CPU, so may not see a huge improvement. That is until you get a new CPU. Ideally you need to do both, and in your case actually means a platform upgrade to avoid the issues and dilemma you're in.

If i were in your shoes, it would be the GPU first. Then upgrade when you can afford it.
Get a used 4790 and a 2070.

You dont have a bad CPU and in games that are not CPU heavy, it will be fine. But for games that are CPU heavy (BFV), there will be some performance loss. As far as IPC, there is not much difference between haswell and Ryzen. So stick with Hasewell since you wont need new RAM or Mobo. But there is a massive difference between a 970 and a 2070.

Performance between 4790 and 2700x will be very similar for gaming.

Thx, exactly what I needed. So I'll get the 2070 and I'll upgrade the CPU when I'll have the budget to do it.
