The Noctua nh-u14s is one of the best air coolers on the market. So you cant go wrong with it. You just dont really need it because you wont be overclocking. So a cheaper air cooler will do just the same.

As for case fans, the case you get will come with fans, so you may not need any additional fans. But a typical setup will have 2 intake fans and at least one exhaust fan.
They are gonna perform just about the same. For gaming, the 9700k gets 2% better fps, but that is just because it has a higher clocks. Overclocked they will perform the same.

If you are not going to overclock, then the 9700k makes more sense cause it has higher base and boost clocks and if you are not overclocking then you dont need a high end cooler either. I would look at the Cryorig H7 as it is a decent air cooler that wont break the bank.

Definitely the i7 9700k. The reason here isn't all about performance...well it is and it isn't. i7 9700k and 9900k are the newest (9th Gen) Core cpus. 9th gen cpus are the first cpus that have begun to make architectural changes to the microcode to mitigate the Meltdown / Spectre hardware security faults. So in a properly patched system, you will see much less of a performance hit on the 9th gen cpus then 8th gen or older.
